I’ve seen several of these type pieces in auction
I think they were sold to dealers as sales tools. They vary in quality and they seem to go for a range of prices depending on quality or other factors

Circa early 1940’s, movement is a 9’’’ F. Piguet cal. 21 ebauche, signed Piaget & Co. Case is made by a specialty manufacture that supplied such cases to many of the brands that over the years sold this kind of novelty watch
