My opinion is what this dial is badly redone. It is a terrible mistake that the (& is missing from the name. Here are some photos from another Vacheron & Constantin ref. 4126. with beautiful engine turned dial taken from the internet.
The balance axis or (balance staff), is quite simply the shaft that the balance wheel, the roller table and the hairspring are mounted onto. Hi Alex! It is true that the site mention the power reserve on 31 Hours. I guess this is happening because the 1003 movement is considered to be chronometer quality. So for 31 hours it is keeping excellent time, without being wound. But it should run more for many more hours even if it does not keep
